Причём в последнее время россияне предпочитают не только одалживать деньги у микрофинансовых организаций, но и нести им свои кровные, рассчитывая на высокие проценты, которые им активно обещают. Самое тревожное, что любителями рискованных инвестиций оказываются пенсионеры и малоимущие. В итоге эксперты предупреждают: очень скоро на улицы могут выйти очередные толпы «обманутых вкладчиков».

Как следует из обзора Центробанка, всё чаще россияне, разочаровавшись в низких процентах по банковским депозитам, предпочитают вкладывать деньги в МФО. Действительно, после активной зачистки банковского сектора, которую регулятор всё ещё продолжает, доходность по банковским депозитам снизилась до 9,7%. Это привело к тому, что только в октябре, как подсчитали в Центробанке, 15,7 % россиян отказались от открытия вклада. Свои деньги граждане понесли в МФО. Пока что статистика не выглядит пугающей: по подсчётам ЦБ, только 1% взрослого населения страны размещает свои средства на вкладах в форме договора займа в микрофинансовых организациях. Однако тревожным звоночком служит тот факт, что наиболее активно по сравнению с другими категориями населения деньги в МФО несут малообеспеченные граждане, то есть семьи, где ежемесячный доход на человека не превышает 3 тыс. рублей. Более того, в этой категории максимальной оказалась доля пенсионеров – 9%. «Вероятнее всего, в МФО этих граждан привлекла возможность получить высокий процентный доход, что, в свою очередь, свидетельствует о неумении сопоставить риски и возможную выгоду. На основании вышеизложенного можно сделать вывод о низкой финансовой грамотности и особенно низкой финансовой ответственности наиболее уязвимых слоёв населения», – говорится в обзоре ЦБ.

Ситуация осложняется ещё и тем, что сегодня на рынке появляется всё больше МФО, работающих нелегально и, по сути, представляющих собой обыкновенные финансовые пирамиды. Всё дело в ужесточении законодательства. В марте этого года вступили в силу изменения в закон «О микрофинансовой деятельности и микрофинансовых организациях», согласно которым до 29 марта 2017 года все МФО должны будут разделиться на микрофинансовые компании (МФК) и микрокредитные компании (МКК). Первые смогут выпускать облигации, привлекать деньги граждан в размере от 1,5 млн рублей, а также выдавать потребительские займы до 1 млн рублей. А вот МКК привлекать займы от граждан, не являющихся их учредителями, будет запрещено вовсе. При этом кредиты они смогут выдавать на сумму не более 500 тыс. рублей. По оценкам экспертов, лишь около 90 МФО, работающих сегодня на рынке, планируют стать микрофинансовыми компаниями. И это при том, что в реестре ЦБ сегодня числится чуть менее 3 тыс. (!) МФО. По оценкам участников рынка, уже сегодня чуть ли не каждая седьмая МФО работает в сером секторе, предлагая гражданам размещать средства по ставкам выше 30%. «Мне лично встречались рекламные плакаты, на которых небольшие МФО предлагают ставки по «инвестициям» (как они их называют) до 30% и более за несколько месяцев, – говорит гендиректор компании «МигКредит» Олег Гришин. – Понятно, что ни о каких гарантиях здесь речь не идёт и рассчитаны эти объявления, судя по их форме, на население с низкой финансовой грамотностью». Здесь важно иметь в виду, что в отличие от банковских вкладов деньги граждан в МФО не страхуются. Правда, мошенники, как правило, сообщают горе-инвесторам о неких липовых гарантиях. «Зачастую подобные фирмы используют наименования, схожие до степени смешения с реально существующими микрофинансовыми организациями, и имитируют деятельность МФО», – констатирует ЦБ. Кстати, только за 9 месяцев текущего года в ЦБ поступило более 500 жалоб на подобные мошеннические организации, не включённые в официальный реестр МФО. Для сравнения: «входной билет» в добросовестное МФО стоит как минимум 1,5 млн рублей, при этом процентная ставка едва-едва может достигать 30–32% годовых. К тому же проценты облагаются НДФЛ, так что действительный «навар» инвестора составит ещё меньше. Впрочем, не важно: в случае краха вкладчик даже добросовестной организации всё равно не получит компенсации по страховке. Что это означает? Только одно – в погоне за высокими процентами граждане добровольно идут на заведомый риск. Так было уже не раз – достаточно вспомнить, как в случае с другими финансовыми пирамидами эксперты предупреждали россиян: не отдавайте свои деньги, это мошенники! Однако жадность и надежда на «авось» оказались сильнее. Результатом такого поведения стали митинги «обманутых вкладчиков» и претензии к государству. Вероятно, на этот раз властям следует заранее обратить внимание на деятельность МФО, чтобы затем не столкнуться с манифестациями рассерженных граждан.

Ещё одна проблема на рынке микрофинансирования – кредитование населения. В этом году россияне предпочитают МФО банкам не только по части вложения средств, но и по части кредитования. На сегодня общий объём займов наших сограждан в микрофинансовых организациях составил 110 млрд рублей. В целом с начала года количество выданных микрокредитов увеличилось на 23,2%. Причина, по которой люди предпочитают одалживаться у МФО, как правило, всё та же – низкая финансовая грамотность. Большинство заёмщиков охотно покупаются на то, что деньги будут выданы быстро, без особых проверок и только по паспорту: часто микрозаём можно оформить и вовсе в Интернете или электронном терминале. А вот о том, как потом придётся расплачиваться с кредиторами, многие предпочитают не задумываться. «Так, предельное значение полной стоимости потребительских займов по нецелевым потребительским банковским кредитам до 1 года и до 30 тыс. рублей составило в третьем квартале 41,8%. А по POS-микрозаймам (кредиты, оформляемые в месте покупки товара. – Ред.) МФО до 1 года и до 30 тыс. рублей – 88,8%», – говорит начальник аналитического управления банка БКФ Максим Осадчий. Не стоит забывать и о том, что в данном случае речь идёт о добросовестных участниках рынка. Однако нередки случаи, когда реальная ставка по микрозайму достигает 500–700% годовых. «Эти займы востребованы сегментом потребителей, которому банковские услуги по разным причинам недоступны. В настоящее время все банки придерживаются очень жёстких критериев отбора заёмщиков, и часть платёжеспособных клиентов остаётся за бортом банковского кредитования. В этих условиях закономерно, что эти люди пользуются услугами микрофинансовых организаций», – рассуждает аналитик ХКФ банка Станислав Дужинский. Впрочем, те, кто «попал» на грабительские проценты в МФО, ещё могут считать себя счастливчиками. Нередки случаи и откровенного мошенничества. Самым известным, по словам юристов, «кидаловом» на рынке недобросовестных МФО является схема по отъёму у заёмщика квартиры. Делается это так. Вместо договора о залоге имущества для получения кредита клиенту подсовывают документ о продаже квартиры. Иногда «подмену» осуществляют в открытую, предлагая подписать договор дарения или купли-продажи квартиры, говоря о том, что он будет действовать только на время платежей по кредиту. В результате квартира переходит в собственность мошенников, её выставляют на продажу, а заёмщика выселяют по суду. При этом облапошенному заёмщику доказать подобное «кидалово» в суде практически невозможно. Подобные схемы «Наша Версия» уже отслеживает в некоторых регионах одновременно. В Санкт-Петербурге осуждён подобный мошенник, сходные «предприниматели», специализирующиеся на изъятии квартир, активно действуют в Нижнем Новгороде, про них расскажем в следующем выпуске
